Biography
A life bridging enterprise and service
Chief Shina Luwoye is a Nigerian business leader, philanthropist and community development advocate whose work bridges enterprise, social impact and traditional leadership. As the Founder and Chief Executive Officer of ECOGAS Energy Resources Limited, he has spent years building businesses within Nigeria’s energy industry while promoting access to cleaner domestic energy solutions and creating employment opportunities.
His commitment to philanthropy is a product of personal experience. Having lost his father at the age of six and witnessed the financial hardship that followed, he developed the conviction that no child should be denied the opportunity to pursue education because of poverty. What began as private acts of generosity gradually evolved into the establishment of the Shina Luwoye Foundation.
Outside the firmament of philanthropy and business, Chief Luwoye has remained actively involved in initiatives that advance the social and economic development of Egbaland — a lifelong belief that genuine leadership is measured not only by professional success but also by service to people and society.
Professional Journey
Decades across Nigeria’s energy sector
Before establishing ECOGAS Energy Resources Limited, he built his career within Shell, where he acquired extensive experience in the petroleum industry and developed the leadership philosophy that continues to shape his work today.
- Served as President of PENGASSAN (Petroleum and Natural Gas Senior Staff Association of Nigeria).
- Served as President-General of the Senior Staff Consultative Association of Nigeria (SESCAN), leading its expansion and helping lay the institutional foundation for the Trade Union Congress (TUC) through sustained advocacy for statutory recognition and stronger labour representation.
- Founded ECOGAS Energy Resources Limited, serving the oil and gas industry.
- Expanded into the liquefied petroleum gas (LPG) sector, championing cleaner cooking fuel.
- A consistent public voice on energy policy — affordability, taxation and cleaner energy.

Nigerian labour
Long before ECOGAS, Comrade Shina Olasunkanmi Luwoye (HND, MBA, FCA, AICMC) stood among the most transformative labour leaders of Nigeria’s oil and gas industry — rising within three years to become the youngest-ever National President of PENGASSAN, and going on to lead the Trade Union Congress of Nigeria at a defining moment in its history.
National President, PENGASSAN
1998 – 2003
Comrade Luwoye took over PENGASSAN from the ruins of military-era suppression of trade unionism and, within a year, transformed it into the most influential trade union in Nigeria and across Africa’s energy sector — instituting transparency, cohesion and discipline while building durable, forward-looking institutions guided by a philosophy of industrial partnership.
Institutional infrastructure — built the PENGASSAN Secretariat at 288 Ikorodu Road, Lagos.
Formation of NUPENGASSAN (2001) — the PENGASSAN–NUPENG alliance behind the rallying cry “NUPENGASSAN Superpower!”
Collective bargaining for contract employees — won the right of oil-industry contract staff to organise, and secured reinstatement of dismissed workers.
Cooperative Society & Women in PENGASSAN — established a lasting investment platform and strengthened women’s participation.
Minimum-wage strike (2001) — secured a salary adjustment across junior to management cadres.
Retirement-age reform (55→60) and principled resistance to refinery privatisation (2002).
President General, Trade Union Congress of Nigeria
2000 – 2003
In May 2000, Comrade Luwoye took over the leadership of the then little-known Senior Staff Consultative Association of Nigeria (SESCAN) and, within a year, rebranded it into a formidable labour centre under the new name Trade Union Congress of Nigeria (TUC), organising state affiliates across 21 of Nigeria’s 36 states within that same year.
His proficiency in strategic planning and negotiation was instrumental in securing the eventual recognition of the TUC by the Obasanjo-led Federal Government, the Nigeria Employers’ Consultative Association (NECA) and the International Labour Organisation, culminating in the 2002 amendment of Nigeria’s labour laws recognising the right of senior staff unions to form or belong to a central labour organisation.
True to his philosophy of honesty and integrity, he resisted pressure to remain in office merely to receive the resulting certificate of recognition; the TUC was duly issued its official certification as Nigeria’s second labour centre shortly after his promotion to a senior management position at Shell, concluding his tenure as President General in 2003.
National Service
In recognition of his contributions to national industrial policy, Comrade Luwoye received the Federal Government of Nigeria’s Presidential Commendation for his service to the Petroleum Products Regulatory Committee (2001 – 2003). His national appointments include:
- Member, Petroleum Products Regulatory Commission (2001 – 2003)
- Member, Presidential Committee on Review of Petroleum Products Supply and Distribution in Nigeria (2000 – 2001)
- Member & Workers’ Representative, International Labour Organisation (ILO) Tripartite Committee on Industrial Relations, Geneva (March – April 2002)
It is in recognition of this record of transparency, cohesion, discipline and futuristic institution-building — and of a legacy that reshaped the trajectory of trade unionism in Nigeria’s oil and gas industry — that Comrade Shina Olasunkanmi Luwoye is honoured.

Our founder, Chief Shina Luwoye, was conferred the title of Mayegun of Egbaland by the Alake of Egbaland, Oba Adedotun Aremu Gbadebo, the Okukenu IV — a solemn call to service within one of Nigeria’s most revered traditional institutions.
